Ontario 2025 Fall Economic Statement (FES) improves retirement outcomes for workers: CAAT Pension Plan

Toronto, November 7, 2025 – “CAAT Pension Plan is very pleased to see in the 2025 Fall Economic Statement, the Ontario government is taking action and moving forward with Variable Life Benefits (VLB) and greater pension portability in Ontario.

The government’s commitment to create a pathway for members to transfer their defined contribution (DC) balances from their employers’ prior pension plan into plans like CAAT will enable workers to convert their savings into predictable lifetime income.

CAAT also welcomes the government’s commitment to the development of a VLB legislative framework that would permit VLBs to be offered by plans like CAAT.

With CAAT’s GROWTHplus Investment Account, our members would be able to utilize VLBs when available to convert these additional savings into a lifetime retirement income.

These changes would improve retirement outcomes for thousands of Ontario workers by enabling them to consolidate their retirement savings within one plan, and enhance the efficiency of their retirement savings going forward.
